Christina Blanchard-Horan, Ph.D. is an innovative out-of-the-box thinker. She has been the driving force and greatest supporter of business development at GHLiaisons, resulting in success after success since 2015. Her resourceful ingenuity and ability to bring the right team members together quickly to get the project done on time and within budget, make her a valuable asset to the GHLiaisons team.
Christina Blanchard-Horan has more than 20 years of experience in private sector and government-contracted projects and programs. She has worked on programs funded by NIH/NIAID, NCI, CDC, DHHS, PEPFAR, UNICEF, Irish Aid, and DfID and has managed the successful scale-up of several departments and programs. Start-ups have included:
- NIAID/DAIDS, AIDS Clinical Trials Group Operations Center, International Site Program Support Group (Cooperative Agreement)
- NIH Fogarty International, Minorities in Healthcare Research and Training Grant, Uganda Project (Grant)
- Medical Services Research Group, Research Department (Private Sector)
- Center for Healthcare Quality, National Disparities in Vulnerable Populations Quality Improvement Support Center (DHHS)
Dr. Blanchard-Horan spent a decade as the senior international program specialist for the AIDS Clinical Trials Group (ACTG) operations center, where she provided technical and monitoring support to clinical trials site development. As the liaison between the Division of AIDS, study teams, the network operations center, and research health facilities in Africa, Asia, South America, and the Caribbean, she was instrumental in the initiation of the International Program. From 2008 to 2012 she served as an adviser to the International Labour Organisation’s Microinsurance Innovation’s research agenda. She was commissioned editor of a special issue of the International Journal of Public Administration on Health Micro-Insurance and Health Outcomes.
In the U.S. she was recognized for her work improving disparities in care, which used social marketing strategies to improve women’s cancer screening. She was also asked to manage a national program that would go on to improve care for elderly and disabled Indian, Latino, Asian, and African American healthcare beneficiaries in the US.
She served as an advisor on the Health Research and Education Trust national advisory panel for disparities in healthcare in the U.S. and served as past president of the Mid-South Association of Professional Anthropologists. She served on the Health Research and Education Trust national advisory panel for disparities in healthcare for two years. Dr. Blanchard-Horan is the past president of the Mid-South Association of Professional Anthropologists, a member of the Microinsurance Network, and the former Editor-in-Chief of the journal Living Anthropology.
She served as chair of the board of directors of a health finance non-profit since 2007, leading corporate development capacity building initiatives. The organization recently won an award for innovations in healthcare delivery. Her volunteer activities have also included serving as Chair of the Board of Directors for non-profit serving orphans and vulnerable children from 2012 to 2016.
Dr. Blanchard-Horan received her dual Master’s degree in applied Medical and Urban Anthropology in 1996 from the University of Memphis and her Doctoral degree in Health Services and Community Health in 2007 from Walden University, an affiliate of Indiana University. From 2007 to 2013, Dr. Blanchard-Horan was certified as a Clinical Research Professional by the Society of Clinical Research Associates. For six years she held an international certification in healthcare quality from the Healthcare Quality Certification Board. At GHLiaisons, she advises qualitative research, health services programs, quality improvement, research logistics, and data integrity.
Awards & Exhibits
Her awards include the Pinnacle Award, the National Public Service Fellowship, the Wood Bell Award for her working Anthropology. Her photography has been exhibited in the National Civil Rights Museum, Memphis Tennessee; The World Friendship Center in Hiroshima, Japan; Christian Brothers University Gallery; and the University of North Dakota. Dr. Blanchard-Horan currently lives in Silver Spring, Maryland.
